Site Ed. Note: The front page reports from Little Rock, Ark., that the Federal Government this date continued to prepare its case in support of its petition against Governor Orval Faubus of Arkansas and the National Guard to enjoin them from further interference with the Federal District Court order to proceed with integration of Central High School immediately. There were still no signs that the Governor was relenting in his determination to deploy the Guard around the high school to prevent entrance by black students, on the basis that it was maintaining peace and order. The Governor was smiling and appeared untroubled as he posed for photographers before he conferred further with Representative Brooks Hays of Arkansas, seeking to mediate the situation between the Governor and the Federal Government. The Governor said that a Time Magazine story quoting him, through other persons, as having said that he had called out the Guard because he intended to run for a third term as Governor and wanted to enhance his political standing, had been "absolutely incorrect". The story in Little Rock this date was that the Governor was trying to find a compromise with the Federal Government on some conditions and terms, which were not disclosed. The petition for the temporary injunction would be heard on September 20. U.S. marshals had served subpoenas on about 200 people, most of whom were residents of Little Rock, presumably in a position to shed light on whether violent action had been prepared in time to explode on September 3, when nine black students had arrived to enroll at the high school. Congressman Hays remained in Little Rock, although he was expected to leave the following day. A report by the FBI was prepared for the Friday hearing, the contents of which were secret, with reports that FBI agents had checked specific points in the information which the Governor claimed he had obtained prior to calling out the Guard. The Department of Justice had squelched reports that it would ask for a delay in the hearing.
